This is a remake of an old game. OP made this mod that resembles the remake which is intended to hurt the sale of the game. Hence why he said "Guys, just play my mod instead!". They're trying to hurt Sega and more importantly Valve's bottom line. Hence why this is considered piracy and bannable.

It doesn't hurt steam's bottom line, it's not piracy, and even if it was, who cares? They have people paid to monitor Steam you don't need to do it for free
