Hydro City of course. Because every other stage in the game is writen like 'name' 'name' 'zone'. I'm 99% sure the translators just tried to be funny and wrote it hydrocity instead of Hydro City Zone like in the japanese original.

You made that up. It's spelled Hydrocity in the Japanese version as well, both in-game and in the manual.

No, I'm saying that both places are named after urban classifications. It wouldn't make any sense for Hydrocity to be pronounced like "velocity".
