Lets not forget Shadow the Hedgehog, that isn't on Steam also. That game doesn't even has a HD version.
They can always do a remake, so they use a different engine to not use a engine that is copyright. They did it with Sonic Origins, using a different engine compared to the original games.
That requires time and effort, that most likely SEGA and Sonic Team don't have. Especially since if they were to do a remake, they would probably do the Adventure games first, since they are infinitely more popular.
Its really far along and very solid. Sonic, Shadow and Silver levels are done.
This is my speculation but it seems they are trying to keep the quality up while still getting lots of content out to keep sonic in the news cycle
