(Yes, I'm biased against the Evolution versions. -.-)
I'm sure that the English PC versionswill be the best versions available for the Trails games.
The rest just suffers from same face syndrome. It can't be helped if it's to attrack new players.
Actually, the art style in Zero/Ao is the same as FC EVO, just look at some characters that appear in both like Olivier, Kilika and Julia.
However, the artist doing Sora Evo is different to the artist that did Zero/Ao. They are different people. Of course, this new artist would try to copy the original artwork so to make the art styles look consistent. The mayor ♥♥♥♥-up is how this artist made Joshua, and how the character's facial expressions are the same. Also, the lack of expressions the old art style had.
It doesn't have a PC version. It likely won't have one ever.
And it's not going to be localized. So there's really only value in grabbing it if you can read Japanese. Even then I suggest reading reviews for it before considering any further.
The PC versions on Steam are about as good as you're ever going to get on the PC at least.
