To me it looked like the fourth answer is "non-interference with state power", got full score with that one.

I need to search another choice to get extra BP.

Anyone got extra BP for this side mission?

Just checked my log. I got 2+2 for this quest, and the only difference from the OP is as I mentioned, answered the fourth one with the last option, non-interference with state power.

Also I'll have to agree with "Non-interference with state power", that gave me 2 (+2) rather than the above in the guide.
