Ruan Casino Prizes

So the last time I played the casino had a healthy selection of prizes but zero food items. Now, in chapter 1 of my Nightmare playthrough I find 3 food items in said list. While you can easily get 2 of them this chapter the next tier is also available.

For those in the know as it were, is this supposed to be that way (bugfix maybe?)? I have to be a little more careful with my play of late due to reasons.
