So, if you plan to play on nightmare difficulty at some point, then Steam version is better for you.
If you don't and DRM-free matters for you, then GOG is better.
GOG version has a non-working buff? How does that even work? (Or not work in this case.)
Steam will be the first on getting an update, but GOG is DRM free, so you can burn the game on a CD and install the game whatever you want, while Steam doesn't let you do that.
If you just want to play the game, both versions are equally good for that. It all comes to what you prefer. I actually prefer to buy the games on Steam, and then again on GOG at the lowest price to get the best of both worlds... and support a bit more Falcom / XSEED.
In that case, I'd probably just play the steam version and let the DRM-free version sit around in case I need it for some reason.
GOG doesn't have achievements. Part of the DRM free thing means no client, so no achievement tracking. While GOG dose have an optional client, the vast majority of games don't bother getting achievements to work with it.
