As for characters remembering you, the script is nice in that there are a lot of references to events in the first game, including discussions with clients. The question might be more like, do you remember THEM?
Pretty sure a few of the sidequest NPCs do remember you though if you did their stuff. It doesn't gate anything, it's just flavor dialogue.
The Quartz (Luck) you get for max Bracer points (not just rank) is pretty good though.
Also, in regards to the sidequests; there are several (at least 3) instances where, if you did a sidequest for a certain NPC in FC and then do a sidequest for them again in SC, they will say something to the effect of "Hey, you're always helping me out, so here's a little bonus in addition to your payment." These bonuses are quite useful items or even in one case a unique and very handy service, so it pays off to have the carryover!
