If you are referring to the Falcom Music Channel, that is not an official Falcom channel. It is run by a fan who aims to have as much of Falcom's music catalog as possible for those who want to listen to some Falcom music. It's a great channel, but it's not official. I think Falcom's official Youtube channel is called NihonFalcomSince1981.
It's up to Falcom which sites should have the soundtrack up for sale, and they probably found Steam's fees higher than Amazon[www.amazon.com], iTunes and Google Play[play.google.com]'s. You can also listen to their music on Spotify[open.spotify.com].
Keep in mind they released *a bunch* of albums, so you might have to browse the list until you find the one you're looking for. Unless some albums happen to be region-locked and not available, as it was the case with Amazon.it until a couple years ago (I could only see and purchase 5 or 6 albums by Falcom Sound Team jdk).
