Is "Butcher's Creek" a sequel/connected to "The Pony Factory"?

The Pony skulls themselves are straight from TPF but just the general tone and style gives me the feeling that they may be a continuation of the story of The Pony Factory?

As the dev states on the store page, Butcher's Creek is set in the same universe as The Pony Factory and Squirrel Stapler.
