Laptop model, cpu, video card, ram, Windows version?
I have MSI GS40 laptop with intel i7-6700HQ CPU@2.6, a NVIDIA GTX970, 16 GB , Windows 10
Also, if you have an nvidia card go to the main control panel (you know, right click on your desktop - nvidia control panel) and there is an option called "number of maximum pre-rendered frames" or something like that (im translating from spanish so i dunno if thats correct). If you can, lower that number to 1.
Are you also experiencing bad performance overall?

I thought this was intentional because of controllers, but from what im reading it could be performance issue? My computer can handle games fairly well so not sure if thats the case.
If this is the case, then yes, disabling VSync should indeed help. Also not limitting FPS by setting the FPS slider to Unlimited FPS, should also help.
One "trick" i use is to disable vsync in-game and activate it from the nvidia control panel in "adaptative" mode. It works wonders. It allows me to avoid the fps limit and at the same time have vsync just when the game needs it.
Im afraid the "Adaptative" mode is only present in nvidia cards.. as far as i know.
I didn't notice any Mouse opts in the settings- did I just miss it or are there truly none? (mouse acc., Invert, etc.).
While I am a WASD gamer, I still always appreciate the Key Rebinding opts (as I tend to change a few specials sometimes) so a big thanks for that.

Do the devs have something against pale-eyed desktop gamers?! Whenever you open the game, you get Blasted! by this large brite white screen- who thought that would be a good idea?! Maybe if you wanted a migraine or a case of snow-blindness indoors! Don't imagine the devs could do something about this? (darker background?) I haven't had this long, so I forget to not face my monitor when starting the game, but the first thing the game does is tick me off. If you're borderline on getting headache, don't play this game that's for sure!

good news. researching around the web I found the source of the issue. It's related to the polling rate of input of the mouse. To solve it, all you have to do is turn down the polling rate to 125hz. Most gamers use 1000hz nowadays, it's common. Tuning it down to 500hz will still cause little stutters, dropping the FPS to 50ish, not ideal. To get rid of the completely, to play butter smoothly, you will need to tune the polling rate down to 125hz, then the FPS will still be a constant 60 again.
