Modding manual might help?
There you can easily get a ton of modding resources as well as direct help.
Tried to use a generated nation as a foundation and changing the numbers and values by yourself? With replacing the generated sprites with your own ones? Notepad should be sufficient for the changes.
So that might not work too well.

If you use this as a template (open the .dm file with a text editor) and refer to the modding manual for particulars, you should be able to start assembling a nation.
