Well when liam starts to join my remote session there's no guide or indication on how to even setup a game while using remote play.
How would one go about that?

Hotseat is fine. One use at a time as per the licence.
From Steam documention: "To play games with someone that doesn't own a copy, you need to select and configure "Remote Play Together". Standard invites are exclusively for players that own a copy. This applies to pretty much all games on Steam that support both Remote Play and Online Play"

ah i misunderstood, thought it was like split screen
Split screen is on one machine for which you have a licence. As is hotseat. They do not have a licence. They can play with you on your machine you legally have installed steam and Dominions. Mormacil is correct on how. It's in the manual you can download from Illwinter.com.
I may be mistaken but I don't think Steam's remote play is made for coop, it's so you can stream your PC to another device and interact with the game from there.
