Depends a lot on what you are looking for. For me, with my middle aged dad life who struggles to commit to a long MP game some of the 'under the hood' changes to single player alone make it well worthwhile.
Only downside is things like "AI nations are more likely to create armies based on national troops" or "Revamped AI Pretender creation" isn't really the blingiest of things to see on a feature list.
But yeah, I've only got one MP game lined up, and it is with a relatively small group of guys who I know reasonably well and we're all of the understanding that it will be slow paced.
This post isn't a full list as it's more a list of what leaked in the beta.
I'll add that there's a TON of changes and additions that make it worthwhile even for MP, and that's without taking into account the modding potential that also increased.

Illwinter upgrades tend to be thousands of small improvements that add up to big improvements. They rarely even advertise most of the changes, letting players discover themselves. There may not be one big change we can point at, but I fully expect the upgrade to be worth the cost for any fan of the game.
The change from Conquest of Elysium 4 to 5 was similar. Despite the changelog being far more sparse than the one for Dominions 6, CoE 5 is one of my favorite games even though I never got into 4. The change was that big.
I think people get thrown off because Illwinter reuses graphical assets between games. Most games advertise sequels using graphical updates, so people are used to associating new graphics with a new game. When they see a new game with the same graphics, they instinctively think little changed. However, that instinct makes no logical sense. Games are about the code underneath the graphics. You cannot visually see all the improvements.
I think what folks fail to realize is that a flashy "next generation" upgrade in art and animation for a game with 3000+ units is just not really feasible, even if this wasn't a tiny two-person team serving a very niche audience. The game would have to be stripped way back, but it's the insane variety that makes it special.
