Pretty sure it is that straightforward.
The ability to double dip in one path's bless is an improvement to rainbows or to nations that need the god to forge/spell cast in some path but the bless in that path aren't as good. However, the fact that only the second and subsequent point of path adds to the bless points is a major rainbow nerf.
You get 1 bless point for each point in magic path above 1. The first point in any path doesn't give any point. From what I've seen
