How do I choose my nation?

I know this sounds really dumb, but it won't let me choose my nation and chooses one for me randomly. When I set up the world and AI it simply chooses my nation for me and I don't know how to change it. How do I fix this?

i found that, in the screen you set up all players you you can choose what nation to be instead of random, so do that for your human player
