I think there is a threshold that has to be met before your mages start using gems at all.
I really noticed that when my main army lost a few dozen guys to a 10 PD province because my mages wouldn't use their gems to cast poison resistance and I had units with poison aura on the field.
https://illwiki.com/dom5/gembaiting has details on approximately what the algorithm is, but the short story is it does a reasonable job against AI armies of only spending gems when it's an big enough battle you'll need it.
Yeah. Unless of course you have given an army temporary gems so that they can cast certain resistance spells every turn to prevent the army from killing itself.
I really want a "Always use Gems" checkbox in the mage script section.
