Anyway if you want fantasy dragons your best bet will be mods. But the game has only been out for two weeks so there aren't that many yet. I know someone made a Kobold mod for Dom5, that might be ported in the future. You could probably port it yourself for personal use too if you don't want to wait.
None in vanilla can summon the pretender versions, sadly.
I guess C'tis is reptilian if that's enough for you.
They got seahorses that can breathe fire (when on land)!
And abysians have salamanders for longer range breaths.
The closest thing to dragon riders would be LA Ragha, with gryphon riders. No breath.
Honorable mention to the draconian mod nation Karakor, also not ported to 6. Draconians are a far cry from true dragons, and most of its troop lineup is actually human, but it's another one I hope will be ported over and which I think you might get something out of.
Hopefully at least one or two of them make it over to Dom6 soon.
It's not an insoluble problem, and there have been attempts! Still, tricky.
Dragons would be on par with things like Muspel Giants, Niefeljarls, Fomorian Giants or Dai Oni. Each can take on armies with the right bless. But yopu're right getting that balance can be tricky. I'd also say the concept is rather boring, smaller dragons serving bigger dragons without any flavor or twist.
If you take a dragon pretender as any C'tissian nation it's pretty easy to get that dragony feel. It becomes a nation of lizardfolk worshiping a true dragon. I usually play this when I am in the mood to be an ancient god-dragon being revered by fellow reptilians. I usually go with a green dragon for regen or recuperation on my sacreds, depending on the era. But if you want a more dragony experience a fire or ice bless could make your troops feel more thematically draconic.
