Sure, you can do the same thing with temperature spells, but you have to hit both ends of the connection and you kill population. A lower cost, lower impact utility spell seems like it would be useful.
I don't think it's possible to mod such a spell with current tools, but there are hordes of knowledgeable modders out there so who knows...
Come to think of it, it might be possible to mod a province enchantment that gives every unit in the province swimming or mountain survival for a turn.
Then we just need to also get the ability to burn bridges as well!

Of course you aren't getting a big ocean vessel into a dinky little river. :P
