We already have what is more or less a goblin faction in the form of Vaettiheim.

In the base game Vaettiheim and Shinuyama are probably the closest things to an orc and goblin nation.

There are mod nations with orcs and goblins, such as the Warhammer mod (which is available now). Take a look in the workshop over the coming months and you'll probably see some.

If I remember correctly, there was a more standard orc faction in Conquest of Elysium 2. But since then both that series and this have moved away from a standard fantasy setting to the more directly mythologically themed fantasy setting.

I'll also add that Abysia can be interpreted as an orc-like faction, being demi-human warmongers with a focus on a militaristic, martial theocracy where a unit's worth is judged by their battle-prowess.

Their rage lord definitely has some orc styling to him.

Funnily enough their whole lore is very similar to how the Warcraft Orcs fell to demonic corruption, including losing their ties to their old traditions in favor of embracing the dark magic of the Warlocks, similar to how the Orcs lost touch with the elements because of Gul'Dan's Shadow Council.
