If you start a new game of Dominions, the old Pantokrator just left, leaving the throne empty for all the Pretenders to fill. The whole game is basically a race to see who gets to be the next Pantokrator.
The winning screen even tells you that you are now the new Pantokrator and that after a long time of reign you too are called away, leading to a new cycle of all the previously beaten/sealed Pretenders and other powerful beings trying to succeed this time.
Pantokrator is not really a being, it's a title.
Well, still could be cool to have the last one come back or something :)
It means "Ruler of All", but is also often translated as "Almighty" or "all-powerful".
Pretty sure it has nothing to do with "creator".
