A Dragon Head 'rider' with 0 combat and movement speed that dies after the battle is fine? It actually sounds completely fine to have that,
It's worth noting that the mount being killed isn't the only way a rider can fall off a mount.
I'll take what I can get, to be honest.
A feature that doesn't do quite what I want it to do is certainly better than a feature that doesn't exist at all and I can roll with it if needed. Rider/mount separation alone solves my intense dislike of implementing mounted units in mods. For years I avoided making anything but very bog-standard horse cavalry precisely because it always led to weirdness and all kinds of dismissive handwavium no matter what. Non-standard mounts still getting +3 defense even if it is a barely mobile giant crab? Half the harrassment penalty on said giant crab and its rider? Who dies first, a tough monstrous mount or a tiny rider and how do I square it with #secondshape without producing Giant Crab the Prophet? All this was increasingly irritating to resolve every single time, so I rarely bothered despite not making sense in a lot of cases.
As for troops-only secondary riders, oh well, back to the drawing board it is. Though for non-spellcaster multi-headed dragons to use their heads in believable manner all it takes is a couple commands which don't sound difficult ro implement code-wise from a surface perspective (#dismountimmune and #dieondismount), "only a single commander among riders" is a bummer indeed. Since it is likely rooted in specific implementation quirks I will not hold my hopes up for Dominions 6 allowing that anytime soon (and be pleasantly surprised if I am suddenly wrong). Also Hydras. I have no idea how this mechanic would have handled Hydras. Bye bye multi-headed dragons, sleep tight and stop stirring every time when you get tickled, I barely knew ye.
I still have both that patch update and a 40+ kb post on Dominions 5 side to write, so don't mind me, I will probably be asking unusually stupid questions every time I rewrite a chunk of text and have an unrelated idea strike suddenly, and fail answer competency check/reading comprehension.
You aren't arguing with the developers, I'm just telling you how multiple passengers works currently.
Is this purely SP or is there genuinely a way of officially creating NAPs now ingame?
Given the inability to cancel them prematurely e.g. a person is making a throne rush I will never use them. But they're optional so that's nice.

I'd assume latter, but who knows lol
