Healing villagers

I don't know if I am missing a step, but I can't figure out how to heal villagers with rations. I walk up next to them, open the command menu, and then hit the heal button: Nothing happens.
Am I missing something here? I am only a little ways in, so is this something that gets unlocked as you play?
Any help would be appreciated. :)

It's not the command menu you use but the menu you use to change their mask.

Interact with them, if they are not full hp use a ration, i think its t
