I wish they'd given the US the LAV-AD, instead. It would have filled a vacant niche better.
Replace it with the Bradley Linebacker or the LAV-AD so the US has a decently armored AA system that can accompany the frontline. The i-Hawk Pip III was a perfectly adequate rear-line AA system as it was.
Is the Patriout out of line with all other missiles in the game? Undoubtedly. It has an unmatched combination of range, accuracy, and power when compared to every other SAM in the game. It is also without peer in price and availability - equivalent in many cases to an Air Superiority Aircraft. (120 points per launcher, one to two launchers per card with only a single card available.) This high price is combined with a complete inability to target helicopters - a very significant disadvantage. (Especially against the soviet KA-52 with its SEAD abilities) Not only that, it also occupies a spot in a very high demand portion of the deck that might be better served with either more utilitarian anti air units (Hawk PIP-III) or artillery. It is a unique unit with unique advantages and disadvantages that keep it limited to a fairly specific niche - much as the F-117 was in Airland Battle. Just because something fills a particular role very well doesn't necessitate a counterpart and/or equivalent. Sometimes, it just adds a little variety.
TL;DR: The Patriot is excellent at a very particular job and comes with a very particular set of risks. I think that factions having unique units like this around is often entertaining and can lead to an effective asymetrical balance.
