Its because the AI has pre defined decks and is programmed for each map. RD uses some general AI that will use what you give it and try its best.
I give the AI rather poor and medium units but lots of them and then let it rush me with a huge mass. Its fun to defend against this. After 30minutes or so the AI is then broken and you can go to the offense.
Eugen started doing more with AI starting with the Steel Division games. WARNO also has this style of AI.
Steel Division 1 actually has a campaign with scripted missions that playout based on actual battles. I personally think it's worth a few bucks at least just to play through them as they're pretty well done.
