The IL-102 is different in that it was deemed inferior to the Su-25. Ilyushin and Sukoi were competing for the Close Air Support aircraft contract and Sukoi won. The IL-102 program was then cancelled and the Su-25 went into full production.
This is a much worse case than the Chimera since the Canadians needed something powerful and that was the best option for the 1980s, where as with the IL-102, there were plenty of alternatives (Su-24, Su-25, Su-34) that were in service or entering production in the time frame.
You are right that the devs can add in what they want, but to me it seems like a big waste of time and money to model a unit that was cancelled due to the competing aircraft being better at the role it was designed for, especially since they could have just made a new Su-25 with bombs and added the defining and extremely obvious visual characteristic of early Su-30s and Su-35s i.e canards.
The devs have said no new units for any nations that aren't a part of Scandinavia, but that doesn't mean we can't discuss options. I for one, always implement the Javelin (direct fire) in my mods since it doesn't require a model change and isn't game-breaking.
