banned over a chat emote or two?

so i logged in for the second time today and i noticed there was no public chat i could join MP games but public chat was nowheres to be found.i asked what may haev happened in a lobby and i was told that everyone using flag tags had been banned from chat.my question is, is this true?
if so i think its honestly stupid while yes there was a spam problem the first time i joined i hadnt copyed or pasted it or made one myself, i also ended up filling my mute list by like twenty people,but my point is this shotgun system of banning people is unfair for people who actually didnt spam.

Well, the question is - did you spam or not. I doubt people have been banned for "normal" conversation.

I remember yesterday about 20+ people were spamming the chat with "♥♥♥♥♥♥♥♥♥♥♥" as well as flags continuessly.

thats why i started this discussion because i hadnt spammed at all or used any swastikas
