Licensed music is everywhere in the gaming industry these days. I'm not 100% so take it with a grain of salt when I say that almost every Eugen game have used music from different artists and publishers. Maybe R.U.S.E was unique and had a specific composer doing the music, (the French Wikipedia says Tom Salta composed the music to the game).

Note that it's not "free" music, but rather "royalty-free" music. You still pay the artist/composer for the right to use their work, but it's only a one-time fee rather than a continuous percentage of game sales.

Free Music would mean you'd get a copy of the sheet music, are allowed to modify and redistribute the music with changes. And freedom to use the music how you want to.
