Here is one way to win.
At the start.
New Territories, “R&R” close Recon.
Lantau Island; “R&R” air Defence coy; Move everything else into New Territories.
Tseun Wan; Move Scots Guard and Royal Tank into North District . Move Heavy Tank Btn into New Territories
Kowloon; Move RAF Multirole (Harrier GR3) into North District. Move Anti Tank Coy into Tsuen Wan. Move RAF Logistics(Chinooks) into Tsuen Wan then R&R them.
Hong Kong Island; Move the 2 Helicopter groups (Gurkhas and Gunship) into Tsuen Wan. Move other two (Logistics Coy and Light Tank Btn) into Kowloon
Sai Kung; “Embark” Royal Marines and move to Naval Sector Lima
Naval Sector Hotel; Move RN Hong Kong Sqdron to Naval Sector India.
END TURN

The plan is to fight and “push back” the Chinese forces in New Territories and North District.
This is done by using like this.
(I choose to “rotate” the map so that "Bravo" and "To North" iare along the bottom I find it easier)
Deploy 2 Commands. 1 hidden in Bravo, one hidden in To North District. This gives you a callout point plus 6pts income.
Next deploy 2x2 squads of Territorials in the top left of Bravo. The plan when the game starts is to rush them into the town and hold two buildings against the Chinese. These guys are just cannon fodder and will die easily, but will act as cheap and easy to replenish recon.
You should get your 4 Challengers hidden in the trees and bushes at the top of Bravo. The plan is to kill whatever gets through the town.
You should put the rest of your points into 1 Phantom (in case the AI goes for Heli’s) and the rest in Tornado’s. The clusters on the Tornado’s will be enough to destroy whole columns of the attackers. The Territorial’s should live just long enough to get you the vast majority of the points, and the Chally’s should mop up the rest.
You should be winning this with loses of just the 4 Territorials and their transports.
The Chinese should be pushed back.
Next is the North Terrotories.
This is easy. You already surround the Chinese. Use Infantry and Milan teams, backed up with a few tanks to cover the bridges. The main destroyers here will be the Harrier GR3’s. They don’t always kill but they always damage, and the reload so quickly you can have 3 or 4 ready to go all the time. Just keep hitting the bad guys as they cross the bridge and you can’t fail.
The Chinese should be pushed back.
Then using the 3 Helicopter squads in Tsuen Wan to “Hop” over and rout their forces completely destroying them. I use the Lynx to go into Yantian, and the other two (Gurkhas and Logistics) to go into Shenzen. This completely wipes out the whole attack force.
From then on it is a lot easier….!
You have to beware of the Marine group heading for India, but the forces you have there should hold and push them back after 2 or 3 turns. Your Marines then head North for a landing in Shenzen.
There is also a Helicopter force heading down the West coast. Use all of the remaing forces to counter this probably in Tsuen Wan.
Later there is a Naval attack on Lantau. Use your reinforcement points to counter this. Sometimes the AI uses this force to head for Hong Kong. Your Navy can easy kill that.
I usually end up holding every single land zone by the end of the campaign.

The rocket pod Harriers and cluster bombers will be the main stopping power of your defense, you cannot afford to lose any of them, and you need to have at least one type of ground-attack aircraft on every battlefield.
Your tanks are useless. While they completely outclass the Chinese tanks, they are so completely outnumbered that they'll die in seconds from 30+ shots fired at them all at once. Same goes with your tank destroyers.
Anti-tank infantry have a chance, but it;s still an issue of sheer numbers. Yea, they'll one-shot kill a tank every 10 seconds or so, but there's 30 tanks coming their way and will be in firing range in 20 seconds.
TL;DR Harriers and Tornadoes will win the war.

This doesn't work in 2024, in case anyone gets here by a Google search.
The crap China tanks come too fast and in too large a quantity for territorials in buildings to do much of anything (which means their vision won't matter, so you better also spawn a dedicated recon); the AI keeps them shuffling so much that it's near impossible to get big damage drops from the cluster bomb Tornados (yes using "fire position") and you will lose precious Challengers, even if you don't lose all you only start with 4 so losing even 1 is a big deal.
And if you do win, it won't be enough, it will only be a minor victory. Say goodbye to your Challengers.
If you want a more detailed guide on the start of this campaign, here's a wall of text:
Send the Challengers, the logistics helicopters and the 2 units from Lantau to the New Territories. Keep the Challengers away from the enemy (AP increases as they get closer), reversing as needed to keep distance and the crappy Chinese tanks won't be able to do meaningful damage and you can pick them off. Use SAS in the town to give your tanks some breathing room to retreat and resupply. Hold inside the town and make the tanks come into it, not at the edge where they can mass fire on your SAS from range. I hid an AA unit in the forest, but the enemy never called in any aircraft. Needs some micro, but it can be done fairly easily.
Send everything else, including all your aircraft, to the North District. Use a mix of units to defend and rely on your aircraft to cause the main damage. Try to pen the enemy into their spawn zone and don't let them capture the other zones and you'll have a good advantage in the deployment points over time. I mostly used Fusiliers as well as AA infantry hidden in the towns to start with. Use hidden recon units to spot the tanks and constantly call in airstrikes on them. Be aware of the AA guns they have, focus on killing them first if you can. Avoid contact with your ground forces until you wear them down. Chieftan Mk10s will do well against most enemies here, but be aware that some of the better enemy tanks and the enemy ATGM helicopters are a serious threat to them.
For the navy, send your initial ships up the West side to block the attack there, and call in the Illustrious escort (when it becomes available) to hold the East. I also embarked the commandos regiment that starts in Sai Kung and send it around to the West and did an amphibious assault in Baoan. The naval battles can be a pain. Avoid ship to ship combat and rely on helicopters and aircraft to snipe off the command ships. Purchase the naval Tornadoes before attempting any naval battle. Focus on lone command ships, use several at once (3 to sink a lone ship) and try to synchronise the missile launches to penetrate the missile defence. Don't even bother firing at the Moskit swarms and avoid engaging them with your ships, even running away from your deployment zone if necessary.
Lastly, make sure you destroy, or at least engage, the enemy airborne units before they can attack your flanks. They won't move straight away, but when they do you need to stop them or you are in for some pain. Once they get over the water you can't stop them until they land again on your flanks and will cause the secondary objectives to fail.

The tankspam is completely insane in that campaign, your only truly effective means of countering it is with helis and aircraft.

Pearl of the Orient is the easiest campaign to get a perfect result. The trick is to send your airborne Gurkas that spawn in Hong Kong to the West to Naval Sector Echo and then sweep around through Shenzen and then Yantian to block the retreat of the tank regiments that attack you before you fight those battles. If you do it right, you can completely destroy all the enemy units in both territories in the initial attack by blocking their retreat and then you can go on the offensive. It's possible to completely wipe out the Chinese forces and capture all the territories by turn 4 or 5.
