Can't seem to get options.ini to work?

I've been able to find my options.ini file, but it appears that, no matter what I set the options to, the game ignores it (take for example the command menu not working, even when enabled in the settings.) I have tried uninstalling and reinstalling the game, as well as attempting to verify the files, where apparently everything was working fine. Anyone know how to fix this?

There are several different possible locations for that file. For example, if you play with Afterbirth+, the path would be
C:\Users\<YourUserName>\Documents\My Games\Binding of Isaac Afterbirth+
but if you are playing with Repentance, it'd be at
C:\Users\<YourUserName>\Documents\My Games\Binding of Isaac Repentance.

If you where to upgrade from AB+ to Repentance, you'd have an options.ini in both directories, but only editing the one in the Repentance-folder would do anything. So if you've played different DLC in the past, make sure, that you're editing the correct ini-file.

The file may also be set to read-only. Probably not the issue, since you likely would've noticed, while trying to save your edits, but i feel like it's still worth mentioning.

Some systems also have a duplicate Documents folder (cloud storage and whatnot). The game only checks the one located at the exact path posted above.
Point is: do not trust shortcuts. Double check the file path, make sure you're at the ones mentioned in the previous post and nowhere else.

This fixed it, thank you! First I thought it wasn't working but for some reason the command menu is only opening with the @ key and not ~.

That depends on what kind of keyboard you use. According to the wiki you seem to have either a UK qwerty keyboard, or a japanese one.
