tboi lagging since newest steam update

hello I play tboi on my laptop, which is strong enough to run the game.
Processor 11th Gen Intel(R) Core(TM) i5-11300H @ 3.10GHz 3.11 GHz
Installed RAM 16.0 GB (15.8 GB usable)
Device ID 2897D5F0-911B-4B3F-BCBD-325B86A6AA81
System type 64-bit operating system, x64-based processor
RTX 3050Ti 4GB
today since steam updated itself it started lagging, I tried disabliing vSync but no effect. I even tried verifying game files. still no effect. I can't last without playing this game please help

How did you fix it?
I just purchased repentenance and since installing the DLC I have a constant stuttering while maintaining 60 fps. Disabling HotPlug and VSync didn't help.

don't know. it just didn't lag anymore after a while but now it happened again.

I have also somehow fixed it.
Newest graphic drivers, deleting all game files (game and also save files).

apparently, it does not lag when I'm charging the laptop.

Ah, so it's just your laptop running at lowered performance to keep battery charge.

That would be in your laptop power management settings.

I just checked and every apps can use 100% of CPU. but isaac still gets lag when unplugged, a few weeks ago I could play it normally unplugged.

Switching to a different OS fixed the occasional lag I had, but I don't know if I would suggest that with a laptop.

well, it didn't use to lag on same OS I have rn. I think it has to do something with power but other games run well
