Repentance+ does not support Steam family sharing
I can see why you'd want to limit it to only players who have the game purchased for online, but it's pretty harsh that it doesn't even let you past the main menu to play single player anymore.
What I'm wondering Is if there's any way to revert the Repentance+ update through steam? I'd like to be able to continue with my save files, even if it means manually exporting them into the account that actually owns the DLCs.

Edit: I was wrong, it does support family sharing, so long as you don't already have the base game purchased on the second account.

I believe free DLC not sharing is an issue related to Steam Family Share itself, and not to the game. This is based on past experience with free DLC not being shared for other games.

payday 2 devs solved this with the vr thing, they posted a tutorial, but its a issue with steam yes, to be honest makes no sense to have this separate as a "dlc" it should just be a update to the normal game. people cna choose now to have balance changes or not then? hope its temporary just cause its a beta, but it should be added to the game not a dlc.
The issue is not with Repentance+ not sharing, it is with base Repentance not being recognised. I imagine they added a flag in Repentance+ that checks for it, unless another issue is causing the message to pop up after the intro cutscene. I was able to play base Repentance without any issues prior to Repentance+

Edit: Repentance+ was very easy to disable through the properties menu on steam, but it's still frustrating that I'll have to opt out of the multiplayer and balance changes for the time being, if not indefinitely.

it's a separate DLC because it breaks existing mods, and is a beta. So if someone wants to choose to play without the beta content and without breaking their mods, they can make that choice.

I think the problem was that I had rebirth purchased on both accounts, so it was specifically checking this one for the DLCs. It fixed itself once I removed rebirth, so I figure I'll go ahead and mark your post as the solution.
My friend bought Isaac and is in a family, however the other people in the family (while they can play the DLCs) are missing rep+ is it because they dont own the base game but a family member does?

What exactly do you mean that they're missing Rep+? Are they not able to install it at all? If that's the case, then it might be because they're playing on Mac/Linux. Repentance and Repentance+ only have native support for Windows, it needs to be set up through WhiskyApp for Mac or Proton for Linux.
If that isn't the problem, when they open it, does it give the error message that they don't own each DLC?
