The second % is the chance to get an Angel instead of a Devil if you get a deal.
So if you have 3% and 50% as the displayed chances, you actually have overall 1.5% chance to get a Devil deal and 1.5% to get an Angel room.
Once you take a Devil Deal in a run, you can't get any Angel for the rest of that run, no matter how many "improve Angel chance" things you get.
Keep in mind the first two lines of my previous post though, just in case you focused on the last one for some reason.
Oh, I always just read those two as the same. Didn't think that it reflected poorly on the game or anything.
If I wanted to blame the game itself, trust me, I'd be much more direct than that.
I know, I know, just wanted to clarify since for games like XCOM people always scream "bad RNG" and actually mean that it's broken in the game.
So the best way to get an angel deal is to do what LilyAndRobbGodZ says above but whether you actually get one is still random and there always will be streaks where you feel like it isn't working correctly, but that's just the way it is.
Unless you have mods installed that might have broken things.
No, that's the key to getting any deal, has nothing to do with whether you get a devil or an angel room.
It has everything to do with it. For the angel room to spawn you must have rejected a previous devil room. Meaning it appeared and you didn't make a deal there. That's one reason. Then, every time after that, you have a chance of getting an angel room instead of a devil room when you get a chance at a deal. That's the second reason. Increasing the number of deals you get, and increasing the chance of a deal being an angel room, BOTH directly contribute to the chance of getting an angel deal at all during a run.
Which game do you have better odds at winning? One with a 11% chance? Or one with a 10% chance you can play three times?
