What's wrong with Libra

It is said to balance stats - decrease higher ones to increase smaller ones. Ok, it's nice, but what it really does? Look at these screens. I was playing as Azazel, Libra was first item. What you have before

I don't see any balance. I lost most of my damage and speed, and gained nothing.

the statscreen isnt worth anything, like in the old binding of isaac.

the effect is the following:

• Gives Isaac 6 Coins, 6 Bombs and 6 Keys.
  
• Continually balances Isaac's primary Attributes - Damage, Range, Tears, and Speed (has no effect on Luck or Shot Speed). This effect is NOT one time only - Libra will rebalance Isaac's attributes whenever they are changed by an item, effect, etc. including temporary effects such as the The Book Of Belial.

I did read all that. But, in fact, i got lower stats not only in statscreen (which is actually much more accurate, than in vanilla), but in gameplay (lower speed, significantly lower damage, same charge speed).

While the stat screen isn't completely reliable, I hate Libra most of the time
I don't doubt that it made things worse here
