They're fairly similar. Red Candle drops a fire that persists until enemies hit it or you extinquish it with tears (it won't hurt you) and deals a total of 125 damage for a fullly consumed shot. Blue Candle shoots out a shot that lasts a few seconds regardless of how much damage it does, and can do up to 184 damage to a single target (or can hit multiple targets). For reference, base Isaac tears do 3.5 damage and Big Haunt has 200 health.

Red Candle is more consistent and also lets you setup traps, Blue Candle has more potential damage.

I personally think Blue Candle is better, if you need one of those to carry you. But both candles can deal heavy damage depending on time and targets.

i don't like the red candle, most of the time it just passes right through the enemy doing minimal damage.
the fires it sets do a lot of damage, but the blue candle is more direct.
i suspect the blue candle is a better item, as evidenced by it being only available in the higher tier shop upgrade

Not adding too much to the discussion, but the blue candle is better for blocking shots, as it won't be destroyed by a flurry. It just dissipates as time passes as usual.

i havnt unlocked it yet in rebirth and was wondering what the recharge is?

It's nerfed in that it can no longer hit things it's not supposed to (mom doors, mom's heart when raised, satan as statue, enemies in mid-jump)
