Not necessarliy, if you get it early on you and then get Dark Bum, then it's pretty good. And it might be able to pick up soul hearts when you have 12 already.

These are the rooms that have a dark heart / white half-heart (if that's what an eternal heart is)? I didn't know those rooms actually converted any further hearts to drop there!

Oh they do. All three super secret rooms force any heart drop to be of a certain kind, either red, white or black. Really quite useful for black and white. I'd say the dark room-version is more effective, since you get 4 black hearts out of it, rather than 4 eternal hearts that then turn into 2 blue..
