as MrBungle said, on normal tears it is more tears, so say you may go from 3 tears a second to 4 tears a second, it is not tear speed.

Tears up has different effects on some things, charge attacks charge quicker for example and technology 1 is like normal tears where it is faster. I don't think mom's knife is affected by tears up and I doubt The Ludovico Technique is affected by tears up either.

thats not correct, ludovico hits more often per second if you pick up tears upgrades. You can feel it if you pick up cancer and let it drop enemies will die slower, enemies with more phases but one hit per phase will die slower. The only way to move the tear faster is shot speed up.
