Does Famine appear only in Basement 1?

I unlocked almost everything apart from the Lost stuff, but for now I'm just aiming at the regular platinum god, which means I unfortunately have to do Meat Boy and Bandage Girls.
I've read a lot of good advices in the other threads so I won't ask for them, but for something that will spare me a lot of attempts: does Famine appear just in Basement 1, or in 2 as well?
So I'll just restart if he's not there, instead of going all the way to the second floor.

He should be able to appear in basement 2 as well. The 4 horsemen are chapter bound, not level bound.

Famine can appear in basement/cellar 1 and 2, Pestilence appears in Caves/Catacombs 1 and 2, War appears in Depths/Necropolis 1, and Death appears in Womb/Utero 1.
