Just treat the item as an empty treasure room, it is worthless.
Yup, lots of treasure rooms like that, you could always get a black candle, I believe that removes the curse effect from cursed eye but coudl be wrong on that, haven't tested it myself.
Once you get the hang of avoiding things and making sure you release charge if you're about to be hit it's not so bad. There's only a few things that hit you with no warning at all and are completely unpredictable (mainly a few specific telefrags..).
The 4x tear charge isn't the best, certainly, but it's no run killer if you know what you're doing and it does have good synergy with a couple of items too. Just don't combine it with something like brimstone and low tear stat, that would make it little more than a curse. Doesn't matter on the lost either, as you can't get hit to begin with there.
That said, I'm the type that will generally pick up whatever items the game gives me unless the synergy is horrible or there's simply no upside at all to it. I did despise the cursed eye the 1st time I got it, not knowing what exactly caused the occasional seemingly random teleport. Knowing to stop charging immediately when I'm about to get hit or take a close dodge helped a ton though, and after how well that last run went I'll probably pick it up despite the curse next time I come across it too...well, unless I have low speed, then it's probably a bad idea.
The positive effect of Cursed Eye is weak and will not make a run, but the teleport is absolutely crippling if you end up in an extended fight against e.g It Lives, Isaac or ??? due to low damage output. Playing around the dumb teleport effect is both distracting and likely makes your performance worse than it was before you got the item in the first place. If it's a pearl on a pedestal, walk away.
Black Candle blocks floor curses and nothing else.
