I can't be the only person who thought this was ironic as hell on so many levels.
You don't actually have to take the item for it to be counted as "seen and won't appear again" at least thats how it worked in vanilla and based on my experience it is the same way in rebirth.
That being said. I agree with you that sometimes the devil deal items are a little wonky. Maybe it has something to do with getting mixed up with a black market style shop that also charges health and can have items like Sad Onion and The Bible.
I also have to agree with this. I know multiple reshuffles can quickly exhaust the devil room item pool, and exhausting the entire item pool will cause breakfast to appear in the devil room.
I've never seen any non devil room items in the devil room, even with the D6, so who knows, maybe this is just a bug under specific circumstances.
