Even then, he's an extremely annoying boss to fight and ruins any hope of getting the boss rush. He should definitely not be nerfed, but does need some sort of rework.
As for the Bloat, screw you Bloat. I hate you so much.
I have got Platinum God in classic Isaac, almost Platinum and Real Platinum God here (3 babies left + Godhead), still can't dodge Dingle and always die as noob at ♥♥♥♥♥♥♥ spiders and Haunt. Any questions?
For Mask, after you kill the heart you can shoot the mask from the side through its eyeholes. That's usually easier than attacking from behind.
Bloat, you can stand under his sideways brimstone eyes and still attack him. Or when he jumps, just leave a bomb where you were standing.
infamy is annoying as hell if you don't have the right items or a good amount of bombs
Also the only thing i find somewhat BS about Bloat is his Sidelaserhitbox because i can count a few times where i got hit without even being near the laser
He ruined one of the best builds I ever had with the Lost and killed me in Womb I.
Luckily I had an almost equally good run afterwards but still, I don´t think I ever killed the Bloat without getting hit atleast once.
That's how you do it unless its a double boss room and they both decide to back up against different walls.

That works fine.
As long as he doesn't fire his triple Ipecac shot, spread creep, jump so that his back is to the wall, or end up walling you with the floating eyes.
He's not impossible, just difficult.
But his difficulty is 'fake', because his different attacks either cannot be dodged, or end up trapping you unless you have a high speed stat + flying.
Your ability to deal with him effectively is very largely based on the room and what items you have going in, rather than your own dodging skills and 'reading'.
