Things that might help:
Fighting the angel (bomb the statue) without picking up the Angel Room item already there. The key peice they drop counts as a pedestal item and can be re-rolled. The more pedestal items you re-roll at once, the better your chances.
Using a Judgement card in an Angel/Secret room to spawn a beggar, then use the beggar until they give you a pedestal item and vanish.
Key beggars will spawn chests which can contain pedestal items. There is a secret room variant that naturally has a key beggar in it.
The Rosary Bead trinket increases the chance of an Angel Room appearing (instead of a Devil Room) significantly, but you still have to "qualify" to get said special room by not taking red-heart damage.
Certain item combinations will allow you to reroll many times, and some combinations allow essentially unlimited use of the D6. Still requires luck to get these combinations, of course. Save your batteries!
