2. go to ([what ever ur drive is called]\Users\[your user]\Documents\My Games\[whatever dlc u have for Isaac]) in file explorer
3.delete OpenAL32.dll MAKE SURE YOU HAVE A BACKUP JUST IN CASE
and the launch isaac and it should work

I had the same issue, but it wasn't low sfx, sfx were inexistent for me xD. There's only one thing different in my case, i didn't had OpenAL32.dll in that route, i just right-clicked on my library and went to "See local files" and it was there
