When I alt+tab out of it, the game stays in the background, and that doesn't usually happen with games running in fullscreen. Alt+tabbing is also instant, which is another sign that it's borderless windowed.
Tearing isn't an issue at all for me. It may be to some people. If this bothers you, keep v-sync. But I prefer tearing rather than increased input delay, especially for fast games like this one.
It is for me. I can't stand it, it looks horrible. I just tried with no v-sync and yes, there is less input delay but there is heavy screen tearing.
V-Sync option would be nice in-game, as well as other things too.
There's a middle ground though, you can remove part of the delay by liming your framerate to 59, or 74 if you have a 75hz. You can also do that in your driver, though for Nvidia you will need Inspector. Some games also don't run very well when they're limited by an outside source but you can see that pretty fast.
