I think it's true. The goat item says: He accepts your Sacrifice ". I'm willing to test this.

It's not true, probably.
The goat head gives you a 100% chance of a devil room, thats why it says that.

The goat head gives you a 100% chance of a devil room, thats why it says that.

It gives you a greater chance of Angel AND devil rooms. Not just devil rooms.
