how do i unlock the small rock item?

Break a lot of rocks. You needed 50 in the original game - probably the same here. They stack over multiple playthroughs, so you don't need 50 in the same run.

Its different from original isaac, you get "lucky rock" for breaking between 50-100 regular rocks, but "small rock" is likely 50-100 tinted rocks

Oh yeah, didn't spot that. I had assumed lucky rock/small rock were one and the same.

I just unlocked it ealier today. Everyone else saying you have to break a lot of tinted rocks is correct. Like, a ♥♥♥♥♥♥♥ ♥♥♥♥ ton of tinted rock. I already have 32.2 hours played on Rebirth and I just now unlocked it...
