Famine isn't that hard, he's just a bit more challenging than the other basement bosses but in a good, non-artificial way.

Rebirth will feature a lot more bosses so the horsemen will also be rarer.

IMO what really needs fixing is basement headless horseman.

I head that its brutal to fight the headless hoseman that early in the game without any upgrades.

I realized that you can trick Famine into charging repeatedly. Problem Solved!

There will be more bosses total, so it'll most likely be rarer to fight Famine or any harbinger.

Assuming the Book of Revelations still works the same—that'll be how you get a full Super Meat Boy.

Honestly, I enjoy getting a cube of meat. It's good to have orbitals for the final bosses.
