Speed caps at 4 bars on the stat screen while Luck scales consistently but starts at 1 (most characters start with 0 luck, so you need at least 2 luck upgrades to show improvement). Shot Speed and Tears aren't scaled properly; it's unlikely you'll reach the cap in either one. Damage has the opposite problem; most runs will end far over the damage cap. 11 DMG will max the chart (for reference, Isaac's DMG is 3.5), only 3 or 4 DMG ups are needed.
Libra operates like this: Constantly normalizes Damage, Tears, Range, and Speed through entire run; No benefit from stats going over caps; Relative value: 1 Damage = 2.5 Range = 0.15 Speed.

that would explain why i cappe out some but others weren't
