is there a way to disable "disabled achievements" or no
just wondering, it probably sounds like a dumb question

whenever you enter a seed it disables achievements, preventing you from progressing, i was wondering if theres any way to disable that, maybe a mod or something?

Not that I know of.

If you're on Afterbirth+, Repentance or Repentance+, and you just want free wins with specific items, the debug console can do that easily with the giveitem command.
