Open the "savedatapath.txt", there are two locations, you need to copy the location "Save Data Path", paste the location in your search bar, and when you're on the folder, open "options.ini", then search for this "EnableDebugConsole=0" change to 1
Is the Repentance+ dlc installed? In the start menu you should see the + next to the name. I know it's silly to ask, but a guy earlier had the same thing and he had put the dlc in his library, but hadn't installed it.
If that's the case, try restoring the files in steam options
Edit: Do you have multiple drives? Regardless, try going into file explorer and doing a search on the drive(s) for just "binding of isaac". I just did it to test to see if the folder populated and it did. If the folder exists, somewhere, even if it isn't in Documents\My Games it will/should show.

I just searched "Binding of", it found a lot of folders, and on my SECOND DRIVE, THERE IT WAS.
Why? I do not know, it is just there. But thank you for all the help.
You are welcome, maybe in Steam you have configured that drive just for the isaac or Steam has decided to put it there?
